Peter Weber, Chief Executive Officer
Peter Weber is the Chief Executive Officer for the Scholar program. He previously served as Board President for Scholar Reinsurance Company and as a director for Scholar Associates. His work with not-for-profit school insurance programs began in 1988 with the formation of the New York Schools Insurance Reciprocal (NYSIR); joining as a member of the steering committee followed by election to the board as vice president and then president. In 1992, he became NYSIR’s first Executive Director. Four years later, he left NYSIR to work as the Chief Financial Officer for Wright Risk Management, NYSIR’s management company. Peter returned to public schools in 2004 as assistant superintendent and deputy superintendent for Hewlett-Woodmere Public Schools. He rejoined the NYSIR Board and served two terms as NYSIR’s president. When NYSIR provided the original capital for the Scholar Reinsurance, he welcomed the opportunity to help with the new venture.
Peter’s background includes a doctorate from Teachers College, Columbia University. He completed an MBA in finance and a Professional Diploma in administration from Hofstra University as well as a Master of Science degree from Long Island University. His Bachelor of Science degree was earned at Union College.
Joseph Goncalves, Chief Risk Officer
Joe Goncalves was part of the team that formed the New York Schools Insurance Reciprocal in 1989 and has served in various capacities with the company. He was executive director prior to his retirement in July of 2012, when he assumed his new responsibilities as CEO of Scholar Re.
Goncalves has more than 30 years of experience in insurance and risk management, much of it related to the public sector. He has been involved with the formation of captives and has extensive underwriting experience, including the placement of complex reinsurance transactions.
Goncalves has an MBA from Adelphi University and earned his Chartered Property Casualty Underwriters (CPCU) designation in 1984. He has taught various insurance and risk management courses, and was a longtime member of the CPCU grading panel. He also has lectured extensively to various public-sector groups and organizations on insurance- and risk management-related topics.
Rudolf P. “Butch” Goette, Director of Member Relations for Scholar Associates
Butch will serves as a key member of its management and marketing staff. He previously was the President and owner of Sage Insurance Center located in Bend, Oregon.
Butch is responsible for educating prospective policyholders about the many benefits available through the Scholar Re reinsurance program. While he will initially focus on marketing and educational efforts in western states, we expect he will be involved in Scholar Associates’ activities throughout the entire United States.
Wayne Keebler, Underwriting Director
Wayne has over 30 years of re-insurance and primary insurance underwriting experience including various leadership positions. He also has an extensive public sector background having served as the underwriting director for both the New York Schools Insurance Reciprocal and the New York Municipal Insurance Reciprocal.
He is a graduate of Ithaca College and earned the Charter Property Casualty Underwriters( C.P.C.U.) designation in October of 1981 as well as the Associates in Reinsurance ( A.R.E.) designation in June of 1991.
Lisa Morehouse, Office Administrator
Lisa has been a professional administrator for more than 20 years, having worked in both the for-profit and non-profit sectors. Most recently, Lisa served as the Executive Assistant to the CEO of the American Red Cross on Long Island, supporting in a variety of critical ways during the immediate response to Superstorm Sandy. Her prior experience includes working with senior-level executives of several notable organizations, including the Avon Foundation for Women and United Parcel Service. Having earned a Bachelor’s Degree in English from SUNY Stony Brook and a Master of Arts in English from Hofstra University.
